Nais ko lamang pong iparating ang aking saloobin sa isyung leakage o nahuling nagkodigo sa CE Board.

Nangyari na po ito sa Nursing Board Exam. Bakit di pa matigil tigil ang pagleleak ng exam? Sino po ba may access sa exam? I mean sinu-sino? Board Examiners at PRC lamang po ang sa aking pagkakaalam. May napaparusahan po ba sa mga ganitong paglabag? Hindi ko po nilalahat.

Siguro po, dapat sa ahensiya po muna natin ang pagbabago.

Kawawa naman po kami na naghirap magreview. This is my third take. Hindi ako sure kung pumasa po ako. Pero mas marami akong alam ngayong exam na ito. Actually, ito na lang po ang hinihintay ko para mapromote sana ako. I always check kung meron na result, madaling araw, tanghali, gabi. Nakakdepressed po talaga.

at saka pag nahuli ka nag cheat, dapat under investigation yun, lalo na kun leakage yan, dapat makialam n un higher authorities dyan dun sa tao na nahuli nag-cheat o nagdala ng leakage sa loob ng examination room...

Bakit may conclusion kau agad na retake an exam, may further investigation n b kau ginawa, cnu-cnu kau nag usap baka kau-kau lan yan... alam b ng NBI an nanyari na yan, Chairman, makinig muna kau sa ibang examinees dito, hirap at pagod an puhunan ng iba dito..

Kun cnu lan sana yun nahuli nyo i-banned nyo n lang yan, besides kun naniniwala kau na ITS A MATTER OF CHEATING lan yan...at hindi LEAKAGE yan...

At kun ang conclusion nyo LEAKAGE, dyan na kau kabahan, baka isa sa inyo naglabas nyan...DI BA MGA TAGA NBI...

GUYS, YOU KNOW HOW STRICT OUR EXAM WAS! THE CHEATING THAT HAPPENED WAS AN ISOLATED INCIDENT. ONE THING, IT WAS THE LAPSES OF THE PRC OF THE SAID LOCATION THAT IS TO BE BLAMED.

ALL OF YOU GUYS WOULD AGREE THAT GEOTECH WAS REALLY EASY, RIGHT!
THE EXAMINER FOR GEOTECH IS WORKING HERE SA CEBU PROVINCIAL CAPITOL AND HE IS KINDA BUSY WITH A BIG PROVINCIAL PROJECT, THAT COULD LEAD THAT WHAT HE GAVE WAS JUST EASY... AND THE FACT THAT IT WAS THE COMPUTER OF PRC THAT WOULD CHOOSE THE QUESTIONS FROM THE TEST BANK, THEY CANT BLAME US THAT THEIR COMPUTER COULD HAVE CHOSEN THOSE EASY ONES LANG, RANDOM SELECTION YUN EH! THEIR BASIS WAS OUR EXAM RESULT, THAT SHOULD NOT BE! THEY SHOULD ADDRESS THE ISSUE TO THE EXAMINER TO GIVE ASSESMENT IF WHAT HAPPENED WAS POSSIBLE!!!!

"THEY ONLY BASED THEIR DECISION ON OUR SCORES AND SAID IT'S UNBELIEVABLE!!! THEY SHOULD BASED IT ON THEIR EXAM!!!!"

ANYWAY, HERE IN CEBU (PADILLAINS), WE MAY NOT TOP THE BOARD, BUT WE ARE PROUD TO SAY THAT WE WOULD NEVER CHEAT! ORIENTATION NAMIN, IT'S BETTER TO FAIL THAN TO PASS WITHOUT DIGNITY AND WITH THE CURSE OF GOD!!!

LET'S JUST WAIT AND PRAY...

bakit lahat kami magreretake?
saka wala nman sa rules nyo n pag my ganyan nagcheating at nahuli,
lahat magreretake? sila lang ang dapat suspended for two yrs!

bakit hindi kpani pniwala n mataas sa hydro at desgin? eh sa nakaya namin sagutan yun!

hindi lapse ng examinees kung madali talaga ang hydro na exam. kasalanan naman ng watcher nung nahulihan ng leakage kasi hindi siya naging mahigpit sa umpisa pa lang. hindi dapat tayo ang magbabayad.

guys dapat maglaunch tayo ng signature campaign para maalis na lahat sa pwesto yung mga nasa PRC, dapat they've already learned their lesson from the nursing board exam anomaly pero ano na naman ngayon. Dapat clang patalsikin sa pwesto, gumawa tayo ng letter of petition to Pres. Arroyo.

Ano na? marami kasing mayabang sa CE. Puro top ang pinaguusapan. Di kayo marunong makuntento sa kung anong kaya ninyong sagutan. Siguro ung mga nangodiko ung mga matatalino na ayaw magpatalo. Pati sister ko nadamay sa katarantaduhan ninyo. Simpleng tao lang kami di matalino di naman bobo. Pero patas kung lumaban. Di kami taga UP, Mapua, or kahit saang magagaling na university na inyong pinagsasabi. Sana maging aral sa inyo yan. Wag hangarin ang di naman para sa inyo. According to PRC magreview-review na uli kayo dahil january 2 na ang retake ninyo. This time sana maging fair kayo di na sa ibang tao kundi sa mga sarili ninyo. Good Luck Uli sa inyo.

Philippine Retake Commission bakit naman po ganito? tinignan nyo ba un exam? dapat hindi kyo naglagay ng ganun klase ng tanong kng ayaw nyo pasagutan.
Alam ba nyo kng anu epekto nito sa propesyon namin? KASIRAAN! akala ba ninyo madali magsunog ng kilay ng limang taon tapos ccraan nyo lang ang pangalan ng propesyon nmin? sana naman kasi ginawa nyo ng maayos ang trabaho ninyo.
may nahuli nga kyo, tanong wala bang silbi ang ibang mga tagapagbantay sa ibang examination venue? naaalala ko kulang na lang paghubarin kami nun mga oras na un.
dapat pala hinayaan na lang ang lahat tutal ala rin naman palang silbi kung may mahuhuling isa out of ilang libo.

MESSAGE TO PRC: is it really about the "retake thing due to leakage"??????? if this is true, gusto ko lang iparating sa PRC: if it is really true that there is leakage, they should conduct an investigation to the employees of PRC why this leakage comes out. The examinees will not be the one to suffer or bear the consequences especially those who are not invloved with this anomalies. If there is somebody to be penalized, it should be the employees involved and not the students. Also, if there`s leakage, then why the proctors during the exam didnt found it. So, again its the proctors who didnt do their job well needs to be penalized and not the examinees. Sana po mkarating ang mensaheng ito sa kinauukulan. Mga empleyado ng gobyerno (PRC), sana po wag natin ibato kung knino ang problema kc kung meron man na dpat managot wala pong iba kundi kayo na di ginawa ang dapat ninyong gawin. Sana nman i-consider nyo yung mga estudyante at magulang or pamilya na ang karamihan ay kelangan pang mangibang bansa at malayo sa pmilya pra lang mabigyan ng mgandang edukasyon ang knilang mga anak or kapatid. Sna nman po YOU WILL BE RESPONSIBLE ENOUGH TO DO YOUR DUTIES SO THAT SUCH KIND OF ANOMALIES WONT HAPPEN!!!! AGAIN, IF ITS REALLY TRUE, and IF THERE`S REALLY SOMEBODY TO BE PENALIZED, iTS NOT THE EXAMINEES BUT THE EMPLOYEES AND PROCTORS WHO DIDNT DO THEIR DUTIES!!! IF YOU NEED AN INVESTIGATION, DO IT FIRST IN PRC EMPLOYEES AND PROCTORS COZ THE ANOMALIES STARTED THRE!!!

Ang pinalabas ng PRC na advisory ay isang insulto, at isang malaking panloloko upang

mapagtakpan lamang ang kanilang kamalian. Bakit ko nasabi? Nais ko sanang ipaliwanang.

Unang una ang statement na "Sobrang taas ng score sa Hydro at Desgn"

Kung ating iisipin, iniinsulto ang kakayahan natin ng pagsagot ng mga problema sa board exam

ng statement na ito... bakit?

Kailan pa naging mali ang magkaroon ng madaming mataas na score? Kung ganoon ba dapat ba na

walang makasagot ng exam nila para masabing "VALID" ito? Kung ganoon pala, ano pa ang silbi

ng pagaaral natin kung nakadisenyo din pala ang exam na ito para hindi tayo "MAKAKUHA NG

MATAAS NA SCORE". Kahit saan natin tingnan WALA SA ATIN ANG KAMALIAN DAHIL IBINIGAY NILA ANG

EXAM, AT SINAGUTAN NATIN. MADAMING MATAAS ANG SCORE HINDI BA TAMA LANG NA SABIHIN NILANG

Oo isang malaking possibility ito, pero nakasaad sa guidelines ng PRC ay: "KUNG MAY

MAHULIHAN NG CELLPHONE AUTOMATIC NA BAGSAK NA SILA AT KAILANMAN AY DI NA MAKAKA TAKE NG

EXAM"

Mga kasama, wag tayong magpadala sa emosyon.

Kung makikita nyo ang statement na ito, at aanalisahin, makikita nyong pinapalabas nilang

dahil sa dalawang yun ay kailangan nating mag retake? ulitin nyo ang pagbasa sa huling

sentence ko... Mali hindi ba? contradicting na sa unang pahayag sa GUIDELINES nila, bukod

dito, dalawa yun sa 3000 o mas madami pang nag take ng board exam sa buong Pilipinas, kailan

naging FACTOR ang DALAWA sa TATLONG LIBO O MAS MADAMI PA?

Ang tanging ginawa nila dito ay makuha ang emosyon natin at may mapagbalingan ng galit.

Magandang strategy, pero CIVIL ENGINEER TAYO, MARUNONG TAYO MAG ANALYZE. Wag tayong

magpadala sa emosyon natin, pagaralan ang mga bagay bagay. Mali ang pangalawang statement na

ito, bukod pa dito, malaki ang pakiramdam ko na gawa gawa lamang nila ito upang masabi

nating "oo kailangan nating mag retake dahil sa dalawang yun..." kita nyo na? ang masasabi

ko, HINDI TAYO TANGA PARA MANIWALA.

Uulit ulitin ko, hindi na tayo grade one at HINDI KAILAN MAN NAGING GROUP EFFORT ANG BOARD

EXAM, KUNG DALAWA LANG ANG NAHULI NILA, WALA SILANG KARAPATAN NA I DEPRIVE ANG MAS

NAKAKARAMI SA TAMA LAMANG AT PINAGHIRAPAN NA SA ATIN. HINDI ITO CASE NG KASALANAN NG ISA,

KASALANAN NG LAHAT.

Kahit sa korte natin pag usapan ito, siguradong panalo tayo.

Mga kaibigan, at kasamang CE, huwag payagan ito, hindi kailanman natin naging kasalanan ang

kamalian ng mga examiners. Kung madali ang binigay na exam, sila ang dapat magsisihan. Hindi

dapat ibato sa atin ang kamalian at I MISLEAD ang emosyon natin sa pagsasabi ng kung ano ano

pang explination para lamang mag retake tayo.

Wag magpadala sa emosyon at matutuhan ang salitang "READ BETWEEN THE LINES" Engineer tayo,

hindi tayo mangmang na tao na sasang ayon lamang sa kung ano ang sabihin sa atin, dahil may

kakayahan tayong mag-isip.

Ianalyze nyo ng mabuti ang statement ng PRC na iyan at madami kayong makikitang butas. Ang

mga nakita ko ay konti o maliit lamang sa maaring makita ng mas madami. Hanapin natin ang

katotohanan at wag payagan ang pang iinsultong ito.

Sana'y ipakalat natin ang sulat na ito sa mga site, blogs o e-mail sa ating mga kapatid na

CE para mabuksan din ang kanilang kaisipan sa mga nangyayaring maaring hindi rin nila

nauunawaan... Gawin nating isa ang ating galaw upang mas malakas at mas malawak ang ating

mga magiging pag kilos.

I definitely agree with your statements Engineer...
Pang-iinsulto nga yan sa kakayahan natin.
And besides, hindi tayo dapat ang tinatanong
bakit matataas ang scores natin sa geotechnical and hydraulics.
Bobo ba lahat ng examinees? Meron ba sa atin dito
and hindi nag-aral? wala naman ah!
Bakit hindi yong examineer ang questionin nila
bakit madadali ang mga tanong na bibigay sa exam.
I challenge these people from PRC na sila ang
sumagot ng exam natin sa Geotech at tingnan natin
kung makakasagot sila para masabi nilang madali nga!
Napakainconsiderate ng mga taong ito!
Dapat din ba na kasalanan ng dalawa ei lahat tayong
nagsisikap ang magsuffer ng consequence???
Dapat hindi diba? Kahit hindi ako lawyer pero alam ko
at alam ng lahat ng mga estudyante na meron tayong
laban sa kasong ito.
Ang tanong paano natin gagawin ito para madinig ng PRC ang side natin.
Kawawa naman yong nasa malayong lugar. Gastos na naman... Please
naman tigilan na nila ang pagpapahirap sa atin!

para sa atin. Diyos ko po

hey I am from Davao and I had my review sa Cebu. Ang laki na ng ginastos ko my God! Ang pinatabang baboy na para sana sa celebration ay naihaw na dahil sa tagal ng results tapos in the end ito ang RESULTA! RETAKE? Ang nanay ko housewife tapos ang tatay ko farmer. Kung magkakaroon man ng retake ei hindi na ako makakakuha ng exam kasi walang wala na talaga kami. Baon na kami sa utang. MAGPAPAKAMATAY NALANG AKO! Kung maiintindihan lang sana ng mga tao sa PRC ang mga pinagdaanan ko para lamng matupad ang mga pangarap siguro maiintindihan nila kung bakit ganito ang iniluha ko nang dahil sa kapabayaan nila. PLEASE tulungan natin ang bawat isa. Tulungan ninyo ako. As in hopelessly walang wala na talaga...before I completely lose my mind.

One more thing, hindi ako makafford ng cellphone. Meron ako cellphone pero 5100. Siguro kahit ipamigay ko ito walang tatanggap. Hindi ko rin maafford ang leakage fee and I am completely against cheating kasi marangal naman ang CIVIL ENGINEERING PROFESSION. Ang promise ko kay Lord na pag nakapasa ako, I WILL BE HIS ENGINEER and I will definitely be a good engineer and I will serve His people with Honesty and Integrity, with all my heart. PRC orders retake of parts of civil-engineering exam


THE Professional Regulation Commission has ordered a retake in the subjects Hydraulics and Geotechnical Engineering and Structural Engineering and Construction in the November 17 and 18, 2007, civil engineer licensure examination given by the Board of Civil Engineering.

The commission nullified examination results in the two subjects after it discovered “irregularities” in the results. A total of 4,782 examinees took the licensure examination in eight test centers nationwide—Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi and Tacloban.

The commission, in a statement, said the examination results in Hydraulics and Geotechnical Engineering were “statistically improbable,” pointing to the “unusually” high grades obtained by the examinees. In Structural Engineering and Construction, the commission added, two examinees were caught in possession of mobile phones, which were confiscated by an agent of the National Bureau of Investigation (NBI). The mobile phones were later turned over to the commission. It said it had discovered that one of the mobile phones contained answers to 30 examination questions wherein 21 answers were found to be correct.

The commission reported the irregularities and its decision to order a retake after nullifying the results in the two subjects to Secretary Arturo Brion of the Department of Labor and Employment. The statement said Brion “lauded [its] swift and decisive action.”

The commission referred the matter to the NBI, suggesting that the bureau conduct an investigation, including the identification of the people behind the irregularities.

To afford the examinees the earliest possible opportunity to retake the examination in the two subjects without need for further review class, the commission said it will administer the test on January 12, 2008, without need to pay the examination fee. The commission added that the examinees shall no longer take the subject Mathematics, Surveying and Transportation Engineering.

Examination details on the new school where the test will be conducted and room assignment will be posted at the commission’s central and regional offices and on its website.

The examinees are required to present their notice of admission, which they used in the November 17 and 18, 2007, examination, on the day of the retake.

Last year, the Professional Regulatory Commission also discovered irregularities in the licensure examination for nurses. Examinees retook parts of the test early this year.

country and come to think of it the very reason why they exist is for our welfare as professionals it should be a fair and good affiliation between us not like this...?duh? we better call the attention of the PICE officers.. that should be the first thing to do than lashing out grrr!!... anybody here with any relation to anyone in the PICE? the PICE should be act as emulsion between the professionals and the PRC for a balance and just examination among civil engineer hopefulls. huhuhu

I would like to ask from the PRC authorities of how they come up with the conclusion in the investigation the word used in the report na
“LEAKAGE” leakage is different from cheating!!! Am i right??

I would like to know the nature of the investigation of how could the CDO PRC authorities allow examinees to bring cellphones in the examnation room, for which, in the first place-naa tay RULES issued by the PRC. How come, they allow examinees from CDO to use cellular phones? is it an UNprofessional act? taga PRC pa naman kayo!

And, why bother of we had high scores in Hydraulic and Geotechnical Engineering. Especially, board exam yun noh, we aim for High, we aim for the Glory and we aim to pass. Problema bah namin yun kung simple problems ang pinalabas sa exam? kasalana bah namin yun?

And, to the PRC and Board of Civil Engineers, try to think before you act!!! mura sad mog dili mga professional.

Try to imagine our efforts for 6 months of rigid review:

*for the 6 months rental sa aming boarding house.
*for the 6 months na gastusin.
*for the 6 months na fare sa jeep.
*for the 5 long years in college in order to gain the bachelor’s degree in Civil Engineering.
*and for our Parents.

They got me thinking. Why are they questioning us for having high scores in geotech and hydraulics eh kung noong nakaraang November 2006 Licensure examination ei napakataas ng passing percentage...Mas madali yata exams nila noon compared sa atin ngayon. Sa isang subject lang naman mataas ang scores ng mga examinees dba? Hindi kaya GIMIK lang ito ng mga taga PRC?

Ano ba itong board exam? Find and shade the wrong answer?!! Walang retake unless they give us valid reasons kasi sa totoo lang wala naman talagang reason for a retake...

TO PRC PEOPLE, if that was really the case, pakibasa po 'yung ginawa n'yong guidelines for taking the board exam. Sana binago nyo 'yung part na nakalagay dun about sa cellphone usage. WALA NAMAN KASENG NAKALAGAY DUN NA PAG MAY NAHULIHAN NG CELLPHONE AS ACT OF CHEATING AY "MAGRERETAKE LAHAT NG EXAMINEES"..

kun ito ay act of cheating ng dalawang tao lang bakit kami damay dyan, Engr. Lazaro.napakababaw naman po ng naging basehan nyo para mag retake ang mahigit 4,000 n kumuha ng exam.Dapat po yun 2 lan ang parusahan dyan, i-banned nyo sa mga susunod n exam, ganyan naman po guidelines nyo.

Tanung ko lan po sa inyo, Engr. Lazaro, anu na po nanyari dun sa nahuli nag cheat o may hawak na LEAKAGE po sa UE? Masyado po b malakas ang "backer" at nakalusot na? Naayos na po b agad pagkatapos po ng miting nyo at around 10am kahapon dyan sa PRC?

bakit hindi naman ngretake lahat?

the blame should be put on the examineer kung ang rason ay ang matataas na scores ng mga ngtake... sabi nga ng mga ngtake...
hindi naman dapat ipagtaka na mataas ang scores nila kasi madadali lang ang part na 'yon...
pambihira tatamad-tamad kasi mga examineer... ayaw na gumawa ng sarili nilang sets of problems, nangungopya na lang...

hindi man ako civil engineer examinees but i feel so bad sa re take na yan, dami opportunity nasayang, dami feelings naapektuhan ksama na mga magulang na nagpakahirap makita lang mga anak na mag tagumpay, sa totoo lang naiyak talaga ko for my brother na nag take ng board exam, halos umaga inaabangan namin sa diyaryo, nagigising ng maaga tapos hindi agad natutlog baka sakaling may lumabas sa internet, tapos bigla na lang "RETAKE" ung desisyon? TANONG KO LANG, NAISIP NYO BA MGA TAONG NAGHIRAP AT NAGSAKRIPISYO NG LIMANG TAON AT ANIM NA BUWAN PARA LANG MAKAPASA? i know your only doing your JOB PRC, or ng Board of Engineering na yan, but if kayo malagay sa kinalalagyan namin u will feel the same way, nakita ko kc kung gaano pinaghirapan ng kapatid ko ung pagrereview at exam, kaya masakit para sa akin na sa wala lang napunta, pati na rin ung effort ng tatay ko, na kahit mangutang lang siya matustusan lang pag-aaral namin na nabalewala, im an accountant but for now may doubt na ako kung gusto ko pa kumuha ng board exam kung magiging ganyan lang resulta, nakawala ng gana. sana lang pakinggan nyo hinaing isa.....

For God's sake! Bakit naman napa ka unfair ng decision ng PRC? To PRC, can you please be considerate to the other examiners who took the exams loyaly and didn't cheat?... IT'S NOT WHAT YOU CALL A "LEAKAGE" And your reason is VERY UNREASONABLE, you only based to those two student who took an exam and cheated, and besides the news is not detailed, you never told where and when did you saw the 2 students where cheating using the cellphones!!!! What do you think to those students na nag hirap at nagubos ng oras kaka aral?! ang umaga ginagawang gabi?! and I think it's so unfair? not only with those students, after all hindi naman din sila ang nag babayad kundi ang parent/guardians nila! Don't you have a heart, and be carefully of you decision, prang hindi nyo iniisip ang mangyayari... And I think you know the right decision but still there's behind that! there's a very best way pra malutas ang ganitong anomally but you still preffer na ganito ang mangyari!

Hindi kami takot mag retake, sangkatutak na civil engineering graduates ang nag reretake ng board exam pag bumagsak sila, at hindi namin inaalis ang posibilidad na maaring ganun kami.

Ang punto dito, iniinsulto nila kami na "apparently" kung mataas ang grade namin "nandaya kami". Ikaw, sabihan ka na ang pinaghirapan mo ay "kinopya" o "natsambahan" mo lang... isang insulto mong tatangapin yun dba?

Bukod pa dito, mahirap maibigay ang 100% ng utak mo kung frustrated ka, galit, o masama ang loob lalo pa't alam mong may tyansa kang makapasa nung nag take ka ng board exam.

Marami ang babagsak, maraming magsisisi, maraming sasama ang loob.

Medyo masakit lang na imbis na iisa sana ang pananaw nating lahat na "ginagago" tayo ng PRC madami sa ating mga kasamahan (o magiging kasama) ang ikinukumpara tayo sa "nursing board exam". Na ang batch daw namin ay "mayayabang" at "tama lang na mag retake kami dahil madami samin ang mandaraya". Tama bang sabihin ito? Sa tingin ko, mga civil engineer tayo, dapat alam nyo kung ano ang pinagdaanan namin sa pag rereview, sama ng loob, at maaring kasayahan nung nakita naming madali ang exam. Dahil alam kong napagdaanan nyo din yan.

Bakit nahahati ang opinion ng mga Civil Engineer? Hindi dahil nung nag take ang iba ay wala pang multiple choice eh ibig sabihin mas matalino sila sa amin. Hindi ganun. Patas ang laban dahil kung ano ang pinagaralan nyo noon ay ganun din sa amin.

Wala sa paraan ng pagbibigay ng exam yan, nasa paraang mag-aral.

katulad ng iba dito, i already had my license & a practicing civil engineer, & yet, i'm still saddened by the fact that this issue of retake happened in our field...'though i'm not one of those who took up the recent board exam & some would say na 'di naman ako apektado, the issue here is NOT MERELY RE-TAKING THE BOARD EXAM, it's a matter of dignity and clear conscience that they did their part on taking the exam in an honest and God-fearing way...

to the examinees who exerted their 100% effort just to pass the said exam, will they be able to take the exam again if their minds are disoriented because of this issue???

PRC orders retake of parts of civil-engineering exam


THE Professional Regulation Commission has ordered a retake in the subjects Hydraulics and Geotechnical Engineering and Structural Engineering and Construction in the November 17 and 18, 2007, civil engineer licensure examination given by the Board of Civil Engineering.

The commission nullified examination results in the two subjects after it discovered “irregularities” in the results. A total of 4,782 examinees took the licensure examination in eight test centers nationwide—Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi and Tacloban.

The commission, in a statement, said the examination results in Hydraulics and Geotechnical Engineering were “statistically improbable,” pointing to the “unusually” high grades obtained by the examinees. In Structural Engineering and Construction, the commission added, two examinees were caught in possession of mobile phones, which were confiscated by an agent of the National Bureau of Investigation (NBI). The mobile phones were later turned over to the commission. It said it had discovered that one of the mobile phones contained answers to 30 examination questions wherein 21 answers were found to be correct.

The commission reported the irregularities and its decision to order a retake after nullifying the results in the two subjects to Secretary Arturo Brion of the Department of Labor and Employment. The statement said Brion “lauded [its] swift and decisive action.”

The commission referred the matter to the NBI, suggesting that the bureau conduct an investigation, including the identification of the people behind the irregularities.

To afford the examinees the earliest possible opportunity to retake the examination in the two subjects without need for further review class, the commission said it will administer the test on January 12, 2008, without need to pay the examination fee. The commission added that the examinees shall no longer take the subject Mathematics, Surveying and Transportation Engineering.

Examination details on the new school where the test will be conducted and room assignment will be posted at the commission’s central and regional offices and on its website.

The examinees are required to present their notice of admission, which they used in the November 17 and 18, 2007, examination, on the day of the retake.

Last year, the Professional Regulatory Commission also discovered irregularities in the licensure examination for nurses. Examinees retook parts of the test early this year.

As reported today, November 28, 2007, in The Manila Times’s online publication (www.manilatimes.net), the commission said that the examination results in the aforementioned subjects were “statistically improbable,” referring to the “unusually” high grades the examinees were able achieve. As reported also, another reason for the said decision of the commission was during the Structural Engineering and Construction part of the exam, two examinees were caught in possession of mobile phones, which were then confiscated by an agent of the National Bureau of Investigation (NBI). They said they have discovered that one of the mobile phones contained answers to 30 examination questions wherein 21 answers were found to be correct.

A total of 4,782 examinees took the controversial licensure examination in eight test centers nationwide. And because of these facts, 4,780 of them are now suffering the consequences of endless anxiety, not to mention the considerable dent the commission’s decision could have in their future.

Let’s now take the first point of contention into perspective. It is not the fault of the examinees that the examination was “easy” as the commission is claiming, alluding to the fact that they scored “unusually” high in the two areas which the commission feels they should retake. They said it is “statistically improbable” to gain such results. It is not the fault of the examinees that the exam was easy! It was not the fault of the examinees that they scored high! The commission should have given it a very thorough run-through before they administered the examination. So what are they trying to say? Are they saying that if more than half of the examinees fail, then it is normal, but if majority passed, then it is not normal? No wonder the writer of Desperate Housewives, in reference to the controversial line uttered by Teri Hatcher, one of the lead characters of the hit television series, was able to conjure the scene in the series that triggered the ire of the whole medical community of the Philippines. The agency – rather, a number of people that is part of the agency that regulates this country’s professionals – are not credible, not to mention unethical. This fiasco is very reminiscent, yes, of the June 2006 nursing board examinations wherein it was investigated that there was a leakage in some parts of the exam, hence the examinees were asked to retake the affected parts early this year. But it is very different. Whereas the nursing examination was nullified due to examination leakages alone, this one was nullified because it was “too easy,” as one of the reasons were made out to be.

Now let’s dissect the fact that two examinees were caught with mobile phones, amongst which, one was discovered containing answers to 30 examination questions. Twenty-one (21) of the answers were correct. First and foremost, as stated in item number 6 of the “9 IMPORTANT REMINDERS AND INSTRUCTIONS TO APPLICANT EXAMINEES - ACTS OF CHEATING” part of the examination programme (or whatever it is called) which was given by the PRC to the examinees before the examination, the consequence of these acts, namely “use of codigos, cellular phones, beepers, programmable calculators, communication with anyone by means of words, signs, gestures, codes and similar acts” will have the corresponding consequence of “CANCELLATION of examination papers and SUSPENSION for two (2) years.” If the questions and answers were examination leakages, as well as the possession of a mobile phone during the examination cheating, then only the two (2) examinees caught should have to bear the consequences of their actions and not the remaining 4,780 of them. Another thing to consider is that if they say the 30 questions with the 21 correct answers are leakages, then the NBI should have found 30 correct answers to the 30 questions that were found on the mobile phone. But, again, this is not the case. Only 21 of the answers were. They disregarded the possibility that since, as they said, the examination was easy, the examinee with the controversial mobile phone, since he or she was able to get into the examination room with it, finished the part much earlier than the allotted time and was just taking note of the questions and his or her answers to check after the exam if his or her answers were correct. This contention alone should be investigated thoroughly. Also, they should be named so as to be able to gauge the truth of the cheating allegations since not only them but the rest of the examinees are affected by their actions. The rest of them deserve to know.

My brother is one of the unlucky ones who spent more than half of their daily routine since they graduated early this year studying and reviewing and aiming to have their licenses this November. I was able to see the unbelievable amount of time and effort that he has spent just trying to master everything to be prepared and to pass the examinations with flying colors. Everything was put on hold for him just to be able to give his best to this examination, aspiring to be one of the top performers for this November’s batch. He was anticipating with mixed emotions the results of this exam, as I believe most of the examinees who took the examination in good faith also did, only to find out that it would be meted out with this very unfair decision. Their futures are now precariously balanced.

On January 12, 2008, the date that the examination retake is scheduled, more than half (65 percent) of the examination will be retaken. This is still too far in the future, and a lot of opportunities, not to mention self-esteem, will be lost in this period of time. I say, as I believe a lot of you would second, that the PRC’s decision should be reviewed thoroughly in all aspects because it is so NOT FAIR to be basing their decisions just because the examination results were “unusually high” and because of the mere two (2) violators of the “mobile phones not allowed” rule of the exam proper since, in the first place, they should have been able to prevent these from happening.

2 STUDENTS WERE CAUGHT CHEATING USING THEIR MOBILE PHONES...

THEY'RE BOTH FROM CAGAYAN DE ORO ENGINEERING REVIEW CENTER...

BOTH ARE MALES..

1 CAME FROM A UNIVERSITY IN CAGAYAN DE ORO AND THE OTHER CAME FROM BUTUAN CITY...

i can no longer elaborate other information because it will create more criticisms and confusions...

Siguro ang malaking problema dito ay napakaraming nasa TOP 10 at d nila maisip kung papano gagawin dun. Isang solusyon dito ay irelease ang lahat ng mga pumasa at yung lahat ng nasa top ten bigyan ng special exam just to determine kung sino ang talagang papasok sa Top 10. Yung special exam ay para lamang sa ranking di affectado ung original na score nila. Every body happy siguro kung ganito gawin nila. Ang akin suggestion lang naman.

PRC my brother is one of the examinees who took the board exam. Do you know how much time he spent just to take that examination yet all of you fucked up.
You don't know that me and my father work so hard just to let him finished his studies and that I have a younger sister and brother who are all looking forward that
my brother could make it para makatulong samin. Do you even care that I am working hard at night and yet you are the most unefficient and insane people on Earth!!!

I hope this is still a good morning to everyone. I've heard sa radio news na mataas daw ang passing rate kaya may retake. Dahil daw nahatak ng score natin sa Hydro/Geo ang scores natin sa Math at Design. It's not our fault na mataas ang nakuha namin sa Hydro/Geo dahil sinagutan lang namin ang binigay nilang exam. It's PRC's fault dahil hindi nila ni-review ng maigi yung exam na yun. This is an outrage! Ginawa lang nilang escape goat yung mga nahuli nilang may leakage dahil wala naman silang nabanggit na madami ang mataas ang score sa Design. Hindi rin nila nabanggit na may error sa questionaire sa Design. Ang iregularidad ay hindi sa parte ng mga examinees. Ito ay sa parte ng PRC!!!

Retake??? PRC naman!!! makonsensya naman kau!! Kung may mga cheaters e cla lang ung parusahan! d lahat e idadamay nyo...D pa ba kau natuto sa nursing board exam?? tapos eto CE naman ngpagtitripan nyo! Ako po ay isang CE din. nag-take me nung Nov2007 at pinalad naman.Kaya lang nakakadismaya ung balita na to!! aksidente..da story goes dis way...(ito ung kwento ng isang
prof ng BU) were all shock talaga..
c francis(name nung stud) ay nagstay sa antie nya da day b4
da exam..(it means wala na sya sa boarding hauz na
tinutuluyan nya during review) anyway mag eexam lng namn daw
kaya sa hauz n lng daw ng antie nya sya matulog(his aunt
insisted)..ganun ung nangyari...
the nyt b4 sa exam...
tulog na tulog itong c francis sa third flr ng hauz ng antie
nya(dahil cguro pagod at nagrirelax na for da coming
exam)...nag charge daw ng cellphone itong pinsan nya, at sa
pag mamadali kinuha ang cellphone at naiwang nakasaksak ung
charger...at doon na...
un ang pinag mulan ng sunog ng buong bahay, at mag isa lng
itong c francis na naiwan sa hauz.. walang kamalay malay
itong c francis na nasusunog na ung buong hauz..(trajik
talaga)...dahil nga nsa 3rd flr sya ng bahay kya hnd agad na
napansin( we assumed na sa 1st flr nagumpisa ung sunog)
dinala c francis sa PGH(Phil.General Hospital) at kunting
portion na lng daw ung hnd nasunog (3rd degree burn daw)
grabe talaga..pero hnd agad binawian ng buhay itong c
francis...pero itong monday lng daw(November 19, 2007) ay
confirmed na tuluyang binawian na ng buhay itong c francis..
ang quizzer ng BUCENG ay namaalam na..nakakaawa, sya pa namn
anf inaasahan ng pamilya nya..ni hnd nya naranasan ang hirap
ng board exam, at alam naman naming lahat na he will passed
da exam...
i dont know francis personally, or even see how he look
likes..i tried to find him sa friendster,nagbakasakali ako na
baka my account sya..but unfurtunately,i couldnt find
him(wel, syempre engr. stud, hnd ata mahilig sa mga ganyan..)
pero syempre BU family kya ganun na lamang ang pagkaawa ko sa
knya at sa knyang pamilya..(cguro kahit namn cguro cnu, ganun
ang mararamdaamn) very smart daw itong c francis at quizzer
ng bicol unniversity col. of engineering..

Ngayon plang ako magcocomment dito….. kung ako tatanungin ayoko na talga magretake.. ayoko na ulitin pa ung paghihirap ko nung nagrereview pa ako…. Cguro naman alam natin lahat kung gaano kahirap… pero ito lng ang tanong ko sa taong dumudura kung saan. “pre 100% ka ba na papasa???” ako kasi hindi… ako kasi ung tao na medyo tagilid nung boad exam at nagdadasal na sana may tumama sa hula ko kahit konti para umabot ang sagot ko ng 21 out of 30 on each test para makapasa… maybe hindi ito maibibigay ni God, but maybe this is the way to have another chance na masigurado ko na papasa ako ng board exam.. “pano kung wala na nga retake den wala ung pangalan mo” di sana, natuloy na lng ung retake para masy chance pa para makapasa.. para sa mga magagaling, di ba madali ung exam and Im sure na mapapasa nyo ulit ito. Im not against you guys, just you cannot count me sa mga action na gagawin nyo.. so don’t blame us kung di kami sumasama to your action. but deep inside ayaw na namin ng retake but its our only chance.. alam ko di ako nagiisa… but still praying na sana na matapos na ang gulong ito about retake na lagi ko naman pinagdadasal.. peace!!!

kapag wala pa ring aksyon na nangyari from concerned parties (PRC, PICE, RI, Padilla, etc. ) i think it’s time na para palakahin ang issue..by monday, i will personally go to media to report this issue and i’m hoping to make all the legal necessary actions to undo the retake announcement.. I’M WARNING YOU PRC ESPECIALLY DR. LAZARO, naku, di ko alam kung saan ka dadamputin after maresolve tong issue na ito together with the NBI, SEC. BRION, and others who approved this stupid retake..itago nyo sa bato kahit na sa diamond pa, no retake will be held..or else, boycott ang retake! ONCE YOU AGREE AND ACCEPT TO TAKE THE RETAKE, IT MEANS NA INAAMIN NYO NA IRREGULARITY O ABNORMAL ANG PAGKAKUHA NYO NG MATAAS NA MARKA SA HYDRAUILCS AT KASALANAN NATENG LAHAT ANG PERSONAL CHEATING DONE BY TWO STUDENTS.. im telling you guyz, ok lang sana sa aking ang retake kung may concrete reasons pero with such irregularities they presented to us, BULLSHIT!

The two who cheated is from cdo center but it doesn't mean that all who took in cdo cheated..

The two who cheated is from two different school " 1 from MPSC(Mindanao polytechnic state college) and the other one is from URIOS University (Butuan school)".. Dis students have family names starting with letter C as wat i have herd while taking the exam (may dalawang taong nahuli sa room na ngsisimula sa "C" ang family name..

Guys kami ay nakikiisa sa inyo..

yup, it’s a good thng na ang nagcicirculate sa media reports ay IRREGULARITIES ang reason ng retake.. no “leakage” term was associated..SO I WANT TO CLEAR THE ISSUE RE: TWO STUDENTS CAUGHT using CELLPHONE..LABAN TAYO, pls gather some info regarding the incident.. kelan ba nahuli ung cellphone, BEFORE, DURING or AFTER THE EXAM? kasi kung before the exam, LEAKAGE talaga un and retake will progress for sure.. if DURING the exam, anong oras ngyari? baka kasi they’re just comparing and sharing their answers (which i think the real probable reason)..it supports the claim na 21 out of 30 lang ang tama kasi nga ay sagot lang nila un..san ka naman nakakita ng leakage na pampasa lang..so mlakas laban naten pag ganun kasi THESE ARe JusT ACTS of PERSONAL CHEATING..kung after the exam, obviously, wala na silang pakialam dun..any more updates? natuloy ba ung coverage g tv patrol sa RI? bakit di binalita man lang..

I agree na magretake tayo basta tama lang ang dahilan...if it was true that the national passing this year is 75%, there's no problem with that. They could've cut it off to 30-45%...

And besides, retake is like a suicide. Why? Kasi di nila ibibigay ang results ng math. It's some kind of an "ave"...I don't know what "ave" means but that is what I have known from a source.

Sige magretake tayo kung gusto natin ng sakit nang ulo. Definitely hihirapan nila ang questions ng todo2x kasi GALIT ANG PRC SA ATIN and I've heard na pati rin ang mga examineers galit din! Kaya MAGHANDA na tayo...tsk tsk tsk

6 months ang preparation ng PRC para iprepare ang ilalabas sa November 2007 board exam, di naman kasalanan ng mga nagtake na mataas ang makuha, sa kadahilahanang madali lang naman talaga ang hydro at soil insulto kung iisipin, hindi tanga ang mga nagtake ng board... unfair sa mga nagaaral ng 6 months tapos sasabihin nila a week after na maghintay ang mga nagtake na dapat 3 days lang ay may result na... 1 week na mental torture sa mga naghihintay sa result... dapat nag labas sila ng announcement a day after ibigay ang exam ng sunday... hindi ba nila pinagisipan ang mga ibibigay at nireview? para silang di propesyonal!

Civil engineering examinees protest board retake

MANILA, Philippines -- More than 100 civil engineering board takers held a rally Monday, demanding that the Professional Regulation Commission (PRC) set aside its decision nullifying the results of the November 17 and 18 licensure exams.

Examinees Neil Erich Galicia and Dianne May Casimiro, who spearheaded the protest in front of the PRC office on Nicanor Reyes Street in Manila, said it was their duty and responsibility to protest against the injustice being committed against them.

“We are not afraid of retaking the examinations, but due process is needed before the PRC can decide on nullifying the results of two of our subjects,” Galicia, a graduate of Ateneo de Naga, said in an interview.

More than 4,700 civil engineering graduates took the board exams last November 17 and 18.

On November 26, the PRC announced that the test results in two of the three subjects -- Hydraulics and Geotechnical Engineering and Structural Engineering and Construction -- would be nullified after two examinees were caught cheating in the two subjects.

The regulatory commission ordered a retake on January 12.

The two were caught with cell phones which contained answers to 30 questions, 21 of which turned out to be correct.

Galicia said the actions of the two should not be taken against other examinees who are innocent.

“It is also wrong to compare our situation with that of the June 2006 nursing licensure examinations,” he added, stressing that while the nursing licensure exams involved the leakage of test answers, the civil engineering board examinations entailed the alleged cheating of only two examinees.

In their petition asking the PRC to reconsider its decision and immediately order the release the results of the November 17 and 18 board exams, Casimiro and more than 200 graduates reasoned out that they got high marks in the hydraulics subject because the questions presented were “basic, fundamental and elementary concepts which future civil engineers should and must know.”

“Otherwise, the profession would suffer a sorry fate if those questions could not be answered correctly by the examinees,” the petitioners said.

The PRC had said that "after evaluation of the examination results in the Hydraulics and Geotechnical Engineering subject, (it found the results) to be statistically improbable considering the unusually high grades or ratings obtained by the examinees.”

The examinees also described the PRC's declaration as alarming.

“For one, there is no law, or any rule, regulation, resolution, or memorandum issued by the Honorable Commission that makes 'unusually high grade/rating' a ground for nullifying examination results,” they said.

Jobert Pahilga, lawyer of the civil engineering graduates, said that if the PRC fails to act on their petition, they would try to obtain a temporary restraining order from the court.

The TRO, Pahilga explained, would hopefully prevent the PRC from holding the second set of examinations on January 12.

“PRC Chair Leonor Tripon-Rosero's secretary promised us that she would meet the examinees within the week,” Casimiro said.

She lamented that prospective employers have been asking about the results of their board examinations.

“We should be able to take our oath on December 15 and apply for jobs after that. Unfortunately, our lives have been put on hold because of this,” Casimiro said.

Agree po ako sa mga sinabi nyo, actually, it is right na napakadali lang talaga ng exam sa hydraulics at geotechnical and i believe marami ang nakaperfect at matataas na score dahil isa po ako sa kumuha ng ce licensure last month!! unfair po ang ginawa ng prc,dahil napakadali lang talaga ng hydraulics at geotechnical engineering,,bakit ba hindi nya tiningnan yung level of difficulty ng exam??o kaya'y tanungin ang examiner?? ang bobo talaga ng commisioner ano??? sana palitan na yan ang mga tao sa prc dahil walang silbi ang mga yan!

ON THE PURSUANCE OF THE LEGAL CASE AND ON

AGREEMENT OF AN OPTIONAL-RETAKE



CIVIL ENGINEERING LICENSURE EXAMINATION NOVEMBER 2007



The Civil Engineering Against Retake Students’ Union (CE AGRESSION), representatives of the examinees of the Civil Engineering Licensure Examination November 2007, filed a petition last Monday, December 3, 2007, as a response to the official announcement released by the Professional Regulation Commission (PRC) last November 26, 2007. The Commission nullified the two subjects in the said exam, namely Hydraulics and Geotechnical Engineering, and Structural Engineering and Construction due to some “irregularities”.



According to PRC, in the subject Hydraulics and Geotechnical Engineering, the results were “statistically improbable” due to the unusually high grades obtained by the examinees in the said exam. In the subject Structural Engineering and Construction, two (2) examinees were caught in possession of mobile phones, one of which contains answers to thirty (30) questions wherein twenty one (21) were found to be correct.



The following is the timeline of the CE retake controversy:



27 November – the examinees first learned of the alleged irregularities and retake through TV news program.



28 November – they obtained a copy of the official announcement from the Professional Regulation Commission which was officially released on November 26, 2007. Neil Erich Galicia, a graduate of Ateneo de Naga University, initiated to call a meeting to discuss the necessary actions to be taken. Petitioners wrote an open letter to the Commission seeking reconsideration of its decision to nullify the examination results of the two (2) subjects.



29 November – CE AGRESSION called the attention of the media and requested for a press conference. Unfortunately, the said conference was cancelled because of the The Peninsula Standoff incident. The group, instead, discussed the next planned actions including a mobilization and seeking of legal assistance.



30 November – the group continued the meeting and finalized the preparations of the first mobilization scheduled on December 3, 2007.



01 December – Dianne May Casimiro, head of the campaign committee, requested for the support of the other student groups of the Polytechnic University of the Philippines (PUP).



02 December – Rachel Ann Apuan, head of the Legal committee met Atty. Jobert Pahilga of the National Union Lawyers’ of the Philippines (NULP) to personally discuss and finalize the petition.



03 December – At 10:00 AM, the CE AGRESSION held a rally marching from P. Noval Street Sampaloc Manila to the PRC. Along with the mobilization, the group officially filed the petition to the Office of the Chairperson of the PRC and requested for a dialogue/ meeting with all concerned officials.



04 December – the group received a confirmation of dialogue/ meeting with the PRC scheduled on December 6, 2007, at 10:00AM at the Conference Room of PRC. Representatives from different colleges and universities met to prepare for the said dialogue/ meeting. Galicia and Atty. Pahilga were invited for a live news interview with Ces Drilon of ANC “PrimeNews” to discuss the issue.



05 December – Atty. Pahilga met the representatives to orient them with the dialogue. They also reevaluated the details of the petition and of the issue itself.



06 December – the dialogue/ meeting. The following concerns and issues were raised during the two-hour deliberation:



1. The Commission will decide on the petition of the examinees before the ordered retake on January 12, 2008.



2. The Commission will not withdraw the ordered retake but suggested an OPTIONAL RETAKE to the examinees. The optional retake can be taken by the examinees while the investigation is still on-going. If an examinee passed the retake examination, PRC will recognize the result regardless of the result of the investigation in the petition. But if an examinee failed on the retake examination but passed the November 2007 Board Exam, he/she will still get a passing rate if the petition of the Union succeeds.



3. CE AGRESSION will not withdraw its petition filed to PRC. In this connection, CE AGRESSION will file a motion to speed up the investigation and their decision regarding the issue.



4. PRC Resolution No. 07-12 states that the examination result in the subject Hydraulics and Geotechnical Engineering is “statistically improbable” because of the unusually high grades/ratings obtained by 461 of the 4782 examinees who got a perfect score.



5. Dr. Milagros Ibe, the Consultant of the Commission on Test Construction and Statistics, recommended for the nullification of the examination result in Hydraulics and Geotechnical Engineering because of its statically improbability. CE AGRESSION is not convinced on the conclusion made by Dr. Ibe because the only basis is statistics. She did not include the level of difficulty of the questions as a primary basis.



6. PRC confirmed that there are no irregularities in Hydraulics and Geotechnical Engineering but stated that the unusual high grade is an irregularity by itself.



7. The Commission also attested that there is an incident of cheating happened in Cagayan de Oro testing center. According to them, these are already investigated and there will still be further investigation.



8. PRC stated that they are open to ideas of postponement of the date of retake examination and retake for all subjects.



9. Dr. Lazaro confirmed that there is no leakage on the November 2007 Civil Engineering Board Exam.

By this, the Secretariat and the lawyers of CE AGRESSION are officially requesting the position of the 4,782 examinees through their schools on their consensus of:



1. CE AGRESSION shall pursue the case and shall stand firm to “No Retake” until the investigation is completed. It will petition the courts to stop/enjoin the retake on January 12, 2008;



2. CE AGRESSION shall pursue the case and shall accept the optional retake as explained in dialogue number 2 of 06 December.



Due to time constraint, CE AGRESSION is hereby requesting all schools to coordinate and contact their graduates/ examinees to decide on the abovementioned options. Deadline for this shall be on or before December 12, 2007 through an official statement stating your position with the signatures of the examinees and the school officials. Practically all My Students in Cebu (both feeling pass or fail) say
NO TO RETAKE!

I contacted engineering schools here and they were very disappointed
with the PRC announcement! School Deans too are signing the petition
that I'll be forwarding to them tomorrow.

Personally, I pray that PRC will minimize the damage by just
accepting their fault and be responsible and professional enough for
their negligence. Victims (examinees) for sure will not remain
silent. They will keep on making noise. This will be very bad for the
Institute and for the country. Everybody loses.
Why not PRC just admit that they were negligent in Cagayan de Oro;
retract the RETAKE ORDER; put on hold the result of only the 2
students caught in possession of cellphones (examinees caught in
possession of cellphones) and their respective boardmates/barkada. ;
penalize EXAMINEES base on clear PRC rules when proven guilty; but
for the rest release the result soonest? Those are the simplest and
most HONORABLE things PRC can and MUST DO!

WAS THERE LEAKAGE OF QUESTIONS?
None! You don't need a cellphone if the questions already leaked out.

WAS THE CHEATING MASSIVE?
We conducted an INDEPENDENT investigation/ inquiry. The cheating was
not massive! It only involved a handful of students; namely, the one
caught with 21correct of 30answers and take note of this, SOME of HIS
BOARDMATES/SCHOOLMA TES
How were the answers sent to Him? One of their colaborators who
finished the exam ahead of them sent the answers to him by text. That
explains why only 21 out of 30 were correct. Either the examinee-
sender is not a very brilliant student, or he intentionally sent
correct answers equivalent only to passing (70%) (para hindi sya
agrabyado) PRC can easily check the accuracy of this information by
asking NBI to interrogate T*****and J****** and their respective
boardmates/barkada.

IS THE RESULT IN GEOTECHNICAL ENGINEERING STATISTICAL IMPROBABLE?
Let me explain this very clearly and CORRECTLY!
Statistics is a record or records of set of scores that already
happened in the PAST.
You ask all veteran instructors of the more than 1000 colleges,
schools and
universities in the Philippines if they never had at least an exam
where 1/10
of their students got perfect score. 1/4 got above 90% score. 1/2 got
above
70% rating. They certainly had at least one exam with such
statistics. That
means, the record set by CE examinees in the Nov 2007 Board exam is
not
new, nor seldom.
Probability is a rational number from 0 to 1 which is the numerical
expression of the
strength of possible occurence of an outcome.
It means negative number, numbers more than "1" , irrational numbers
like
1/pi and 1/e cannot be values of probability.
But 1/10, 1/4, and 1/2 (ratio of students who got 100%, above 90%,
and above
70% respectively in the subject Geotechnical Engineering) are all
rational
numbers between "0" and "1".
Thus, while such set of score may be unfrequent or worse, rare, but
DEFINITELY, they are VERY MUCH STATISTICALLY AND MATHEMATICALLY
PROBABLE.

I know that Dr Ibe, former acting commissioner and now PRC consultant
in test construction and statistics, will agree with me that "an exam
in which a lot of students fail or get too many low scores could be
due to the following reasons: 1)Irrelevant Questions, 2) Unexpected
question 3) too difficult questions, 4) too short a time allotted,
and 5) too many WEAK Students 6) POOR TEACHERS.
None of the five reasons above is present in the SAID SUBJECT.
1. Questions are RELEVANT: Those are very much just fluid mechanics
and geotechnical engineering.
2. They are all EXPECTED QUESTIONS. All are mere repetitions of
previous Exams by the same examiner except for the given.
3. Most students even undergrads will agree that ALL questions are
EASY
4. Four(4) Hours as usual is so much more than enough for 27
questions of such degree of difficulty.
5. If there is no way to prove that the examinees in the said board
exam are better, likewise, NO WAY to prove that too many are weak.
6. Same logic in number 5
THUS, THERE IS NO REASON WHY A LOT OF STUDENTS WILL GET LOW SCORES IN
SAID SUBJECT.

On the other hand, possible reasons for a set of very high turnout of
very high scores are the following: 1)Very manageable/easy
Questions , 2) Expected/Repeated Questions, 3) Very ample time
allotted, 4) Too many Inteligent students, or 5) there is a MASSIVE
leakage!

Numbers 1,2, and 3 are very much satisfied by the exam in the subject
of "Fluid Mechanics and Geotechnical Engineering" .

You don't need Number 4 to get high turnout of high scores if Numbers
1 to 3 are satisfied.

To say that there WAS a MASSIVE leakage/cheating is NOT JUST
IMPROBABLE. IT IS IMPOSSIBLE!! !!

If there was a leakage, CHEATERS DON'T NEED A CELL PHONE. They will
rather have a hard copy or just memorize the answers.
In Manila, Baguio City, cell phones were collected by proctors and
returned only after the exam.
In Cebu, cell phones were collected, examinees were bodily searched,
pockets were reversed, socks were removed and inspected, shoes were
asked to be removed for inspection. That's how strict the
implementation of exam in Cebu was.

While Cheating is probable, MASSIVE ORGANIZED CHEATING IS NOT

AUGUST 2002 MARINE DECK Board exam as a precedent?
In the abovementioned Board Exam, a hardcopy of answers (98 of 100 OF
THEM CORRECT) was found in the possession of at least one examinee!
The subject with an unusually high scores and high turnout of passing
scores was in that subject where the said answer key was confiscated.
Obviously, this case is not parallel to what happened in Nov 2007 CE
Board Exam and thus, cannot be the basis for RETAKE ORDER.

2006 NURSING BOARD EXAM
In the abovementioned Board exam,actual Questions in the Board exam
already leaked out before the actual exam. There were no such in the
CE Board exam.

CONCLUSION AND RECOMMENDATIONS:

1. THERE WAS NO LEAKAGE OF QUESTIONS THAT HAPPENED!

2. CHEATING WAS COMMITTED BY ONLY A HANDFUL OF EXAMINEES ONLY IN
CAGAYAN DE ORO CITY AND WAS MADE POSSIBLE BY THE CONSISTENT
NEGLIGENCE OF PRC OFFICIALS THERE.

3. THE RATING IN THE SUBJECT OF "FLUID MECHANICS & GEOTECHNICAL
ENGINEERING" IS STATISTICALLY VERY MUCH PROBABLE.

4. STOP THE MENTAL AND EMOTIONAL TORTURE OF THE EXAMINEES BY
IMMEDIATELY RELEASING THE RESULT OF THE EXAM SOONEST

5. DEFER EXAM RESULTS OF ONLY STUDENTS CAUGHT WITH THEIR CELL PHONE
AND THEIR RESPECTIVE BOARDMATES/BARKADAS /SCHOOLMATES

6. PRC MAKE A PUBLIC ADMISSION OF THEIR NEGLIGENCE IN cAGAYAN DE ORO
CITY. This is to clarify things that our exam was marred by
Nationwide massive leakage/cheating

7. PRC AND OUR RESPECTED BOARD OF EXAMINERS WHO SIGNED THE RESOLUTION
FOR RETAKE MAKE A PUBLIC apology and ANNOUNCEMENT OF THEIR ERROR : IN
PRONOUNCING THE RETAKE ORDER DUE TO THEIR CARELESS, HURRIED, AND
WRONG ASSESSMENT OF THE SITUATION. This is MANDATORY if we are to
preserve the integrity of our profession, and our country. Doing
recommendations 6 and 7 is necessary so as not to strengthen
the "filipinos are cheaters" international impression brought about
by the nursing board exam scandal.

Mr. Speaker:

I stand on a question of personal and collective privilege on the plight more than 4,000 civil engineering graduates who have been rendered an extreme injustice by the Professional Regulatory Commission.

Mr. Speaker, on November 17 and 18, 2007, four thousand seven hundred eighty two (4,782) graduates of Bachelor of Science in Civil Engineering took the Civil Engineering Licensure Examination administered by the Professional Regulation Commission (PRC), in eight testing centers in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legaspi and Tacloban.

The examination came and went quietly without any hitch until a mysterious, questionable and highly illogical decision by the PRC, upon recommendation of the Board of Civil Engineering, came out on November 23, 2007.

Unknown to all the examinees, the PRC promulgated Resolution No. 07-12 recommending the nullification of the examination results in two subjects: Hydraulics and Geotechnical Engineering, and Structural Engineering and Construction. They also required ALL the examinees to retake the same subjects on January 12, 2007.

Mr. Speaker, dear colleagues, this is a controversy where the PRC, again, is at the center and the head of the problem.

Information my office has gathered reveal that the PRC approved the said recommendation of the Board of Civil Engineering without conducting a thorough and transparent investigation to afford due process to the examinees. The examinees, in fact, only learned of the said decision to have a retake only through the mass media when the PRC issued an announcement on November 26, 2007. The examinees only got hold of Resolution No. 07-12 on December 6, 2007 when they initiated a dialogue with the PRC and the members of the Board of Civil Engineering.

Such actions is not only unprofessional on the part of the PRC but worse, a deceptive move on the part of the Commission that effectively branded the whole batch – I mean ALL examinees -- as cheaters without the benefit of an open and thorough investigation.

Let me emphasize that this is unlike last year's nursing exam controversy, where review centers were proven to be involved in the systematic cheating after a number of students exposed their modus operandi. This time, the PRC nullified the examination results of one subject, Hydraulics and Geotechnical Engineering, simply because in its view, it was “statistically improbable” that 461 our of 4,782 examinees perfected the exam.

On the other hand, the results of the examination on another subject, Structural Engineering and Construction, was also nullified because not because there was massive cheating but simply because two examinees were caught cheating using their mobile phones, one of which contained answers to 30 questions of which 21 were found to be correct.

It appears that PRC Chair Leonor Tripon-Rosero, Board of Civil Engineering Chairman Angel Lazaro III, and members Apollo S. Enriquez and Pedro Adonis Compendio are too gung-ho in assuming and branding the whole batch as cheaters in the two subjects by way of nullifying the results and calling for a retake. They are also downright lazy since they made their decision without conducting an appropriate investigation.

Mr. Speaker, dear colleagues, the PRC decision to nullify the said examination results has no factual and legal basis as there is no law or rule that has set a standard regarding “statistically improbable results.” So what if 461 examinees got perfect scores? If there is no evidence that they cheated, and none have been presented so far, then the PRC will simply have to accept the fact that there are 461 brilliant engineering graduates, at least in so far as hydraulics and geotechnical engineering is concerned.


As to the act of cheating using mobile phones as codigo, the evidence gathered so far is only enough to nullify the exam results of ONLY two persons and to suspend them from taking the examinations for the next 2 years, as provided under PRC Resolution No. 463 dated November 27, 1996.

Clearly, the PRC has acted with undue haste in nullifying the examination results and ordering a retake thereof without first conducting a fair and thorough investigation. By its paranoid actions, the PRC is ironically undermining the integrity of the Civil Engineering profession.

We believe that the PRC, in issuing the official announcement nullifying the examination results, violated the right to due process of all the examinees. This abrupt PRC decision requiring all the examinees to retake the exams is simply an act of injustice. Sure, those caught cheating should be penalized. But the PRC decision penalizes the whole batch of examinees on the flimsy basis of statistical improbability in one exam and because two cheaters were caught in another.

Mr. Speaker, everyone deserves an explanation. In the absence of an appropriate law that has set the standards, grounds and the appropriate process for the PRC and/or the boards under its supervision to observe before they could order the nullification of examination results in any of the professions under its powers, it would be appropriate to hear the demands of the civil engineering examinees.

We call on the PRC to stop or at least postpone the retake of the two subjects in the civil engineering licensure exams on January 12, 2007 pending a thorough, fair and transparent investigation.

The PRC should also immediately release the results of the examination and schedule the oath-taking of those who passed the examination and penalize those found guilty of cheating in the licensure exams.

Mr. Speaker, if the PRC wants to clean up its controversial image, it should not seriously damage the professions that it exercises regulatory powers on the way it has done to the nursing profession and now, the civil engineering profession.

This Representation fully believes that it should penalize those who run afoul of the law. But it should not result in the wholesale nullification of exam results just because it has discovered “statistical improbabilities” that they themselves cannot explain since they have not investigated anything.

The PRC must explain to this Chamber why it has resorted to violating the rights of due process of all the civil engineering licensure examinations.

Mr. Speaker, we have to help these future engineers whose reputations have been debased by the highly unprofessional acts of the PRC. It is my hope that we can help in cleaning up the said Commission and help in protecting the rights and welfare of the various professions under its power. Thus, a congressional inquiry should be made into the matter.

CE AGRESSION seeks support from Congress

Solons unanimously stand against retake



Committee on Civil Service and Professional Regulation chaired by Cong. Raul Gonzalez, Jr. of Iloilo started its investigation to the Professional Regulation Commission (PRC) regarding the ordered partial retake of the examination of Civil Engineering, held at RVM Building, House of Representatives this Wednesday.



After Committee has evaluated the grounds of retake as presented by the PRC, and heard the sentiments of the examinees, it unanimously stood against the retake decision and supported the petition of CE AGRESSION. The Committee is asking PRC to nullify their retake order before several groups start filing TRO (temporary restraining order) and assault the Commission. Leonor Tripon-Rosero, PRC Chairperson; Dr. Angel Lazaro III, Board of Civil Engineering Chairman; and Mr. Nilo Rosas, PRC Commissioner attended the said hearing.



“PRC sounds like unprofessional… Sins of just two examinees must not affect the fate of the entire examinees,” said Cong. Amado Bagatsing, former Chairman of the said committee. “Statistically improbability” was discussed and turned to be unacceptable to lawmakers since only one statistician, who is Dr. Milagros Ibe, concluded the result.



Cong. Maria Milagros Magsaysay of Zambales emphatically stressed that the said “irregularities” was not yet thoroughly investigated and yet, PRC has already decided to order retake. The Committee is asking PRC to set aside the retake order and proceed to the investigation and should felt sorry to the examinees since the damage has been done to the CE profession.



This unexpected turn of events was initiated by the gallant acts and laudable response of Cong. Teodoro Casiño of BAYAN MUNA and Cong. Victor Yu of Zamboanga del Sur.



CE AGRESSION aimed to seek support from Congress by sending all the documents and materials to Cong. Casiño. The Union went to House of Representative session yesterday to witness the Privilege Speech prepared by Cong. Casiño. Unfortunately, the inquiry was not delivered after the Congress prioritized to discuss the amendments of the medicine price-reduction bill. On a positive note, Cong Yu, a civil engineer, approached the Union after the Congress recognized the presence of CE AGRESSION. He stated that he has already brought out the topic to the Committee on Civil Service and Professional Regulation and invited the Union to attend the hearing happened earlier. Cong. Yu also talked to Cong. Thelma Almario of Davao Oriental, Vice-Chairperson of the Committee to include the petition of civil engineering in the hearing.



Meanwhile, PRC asked for some time for them to discuss the issue. But CE AGRESSION will continue to pressure PRC as they also seek support from the Senate and Malacanang.



According to PRC, in the subject Hydraulics and Geotechnical Engineering, the results were “statistically improbable” due to the unusually high grades obtained by the examinees in the said exam. In the subject Structural Engineering and Construction, two (2) examinees were caught in possession of mobile phones, one of which contains answers to thirty (30) questions wherein twenty one (21) were found to be correct.

At this time, we are still waiting for the result of the investigation and the recommendation of PRC Legal Team. So we just have to hope and pray that the FINAL DECSION of PRC will favor our petition which is to withdraw their retake order...BUT, if PRC will not release their final decision next week (before Christmas) or release their final decision insisting their retake order, now, it's the time for us to file temporary restraining order (TRO) to Court of Appeals on Jan. 3, 2008. This will postpone the ordered retake on Jan. 12, 2008.
Thus, we are inviting all CE examinees and all concerned individuals (WEAR WHITE SHIRT) to join us in filing TRO. This activity will be our first actions to start the New Year with a bang, so we need your FULL SUPPORT!!! Pls. include our activities on your schedule next year as we continue our fight for justice...

this controversy. What have you

refreshers...some are not for free

Kelan po lalabas result ng CE Board Exam as of Nov 23? as per my brother 2working days so i expect it today pero wla naman akong nakitang result excited pa naman ako!!! God bless us all!
